		<description>With the firing of Keen, our government of the day has made it crystal clear to the public service that proper application of existing directive as defined by Parliament is not sufficient.

By Lunn&#039;s explanation, Ms Keen was fired because the law she was expected to respect was temporarily suspended. She wasn&#039;t, as is claimed, &quot;overruled&quot;. Parliament CHANGED the rules beyond her authority.

The press&#039; wishful thinking about leaks and brown envelopes is only a small part of this developing story. The sum of uncertainties introduced by Cabinet&#039;s actions ensures the public administration will, through no fault of its own, grind to a halt in effort to accomodate current decisions to future arbitrary change.
