		<description>If I create what I call ART is it really ART? Perhaps I&#039;m not the one that should make that determination. Although I think a determination should be made.

The question becomes WHO decides, WHAT criteria should be used, WHEN or at what phase of my &#039;creation&#039;. I have difficulty deciding these points. 

Open blogs cause 90% turmoil and 10% productive dialogue - just an impression after reading 182 comments. If blog censorship could let the 10% through then whatever the subject is would move forward much faster. But it gets back to WHO, WHAT and WHEN. 

Personally, I think I have to put up with the 90% and do my own screening rather than trust a WHO to use WHAT and WHEN to give me the 10% that&#039;s important. Now back to ART...

Until the Government of the day is able to tell us WHO, WHAT and WHEN makes the judgment to refuse funds the legislation is incomplete. Isn&#039;t it the Parliamentary process to complete the job.   JUST GET ON WITH IT!</description>
