Perhaps I'm not the one that should make that determination. Although I think a determination should be made. The question becomes WHO decides, WHAT criteria should be used, WHEN or at what phase of my 'creation'. I have difficulty deciding these points. Open blogs cause 90% turmoil and 10% productive dialogue - just an impression after reading 182 comments. If blog censorship could let the 10% through then whatever the subject is would move forward much faster. But it gets back to WHO, WHAT and WHEN. Personally, I think I have to put up with the 90% and do my own screening rather than trust a WHO to use WHAT and WHEN to give me the 10% that's important. Now back to ART... Until the Government of the day is able to tell us WHO, WHAT and WHEN makes the judgment to refuse funds the legislation is incomplete. Isn't it the Parliamentary process to complete the job.
